The decision is very much based on the situation you are starting from and the means/perception of the clients.
Basically i would argue that premises that do not have any history of pest activity only need a quarterly contract. If what you are looking for is your peace of mind or compliance, that you show no signs of ongoing infestation putting in place a preventive mice treatment, some adequate insect monitoring is probably all you need.
